Nowadays, there exists a wide gap among public schools in the facilities teaching staffs, students and reputation etc in China, namely, the wide gap among schools in the compulsory education. This phenomenon has not only impeded the sound development of the compulsory education, but also violated educational justice.In order to solve this problem, our government has announced the equal development strategy of the compulsory education and has made an active effect. At the same time, there are kinds of mistakes in theory and practice. In theory, there are the anti-balanced development thought and some kinds of mistakes in the comprehension of the equal development of public schools in the compulsory education, such as, the equal development means equalitarianism, the equal development will obliterate the school's trait, the equal development is the only equal development of the software, the equal development will sacrifice educational efficiency. In practice, there are various problems such as understanding equal distribution of students as the main measure of the equal development, key-schools project, inefficient rebuilding project of weak schools, schools of reformed system etc. These problems have not only hindered the implementation of the equal development of public schools in the compulsory education, but also affected the sound development of the compulsory education. We must take these phenomena and discuss them seriously.This paper points out that we must insist on such idea, build up the correct views of development and strategy for promoting the equal development of schools in the compulsory education. Firstly, to insist on the idea of the equal development of schools in the compulsory education, we should know that it is the requirement of theessence of the compulsory education and educational justice; It is the effective approach to solve the problem of the selecting schools; It is the base of the whole educational quality. Secondly, building up the correct views of the equal development means to comprehend the meaning of it. The idea of the equal development of public schools in the compulsory is to desalt the views of the key development gradually. It is the integration of the educational justice and educational efficiency. It is not absolute equalitarianism. It is the base of the characteristic development. It is comparative but not absoluteness. Thirdly , to build up the scientific strategy is to insist on the principle of the integration of equality and support criterion and agility.
