Compulsory education in rural areas of China is the important component of basic education.Whether can realize equal development in the country is highly cared by society.Because of our country's long-standing division and dual-mode strategy between urban and rural development,though compulsory education in rural areas in China have achieved tremendous development,it also faces the plight of regions and the urban and rural areasbserious non-equal development.Generally speaking,the existing county-based investment system for rural compulsory education still has not shaken off the dual-mode system.County-level administration still belongs to the rural areas,mainly from the township to the county level,but the redistribution of funds is still not able to fundamentally improve the rural basic education funding shortfall problem.The existing county-based investment system may ease the problem within a county but to achieve the equal development in a city or region,as well as internal provinces nationwide is ineffective.Equalization of compulsory education in rural areas can not rely on the development of remedial policies to achieve,"minor repairs" lack of institutional care is hard to curb the non-equal development problem in rural areas.Fundamentally speaking,to solve the funding shortage of the rural compulsory education and narrow the gap between urban and rural areas to achieve the goal of equal development,we need to accelerate the establishment of public financial system,increase investment in rural compulsory education,improve central and local governmentbs investment in rural compulsory education,gradually implement free compulsory education policy and so on.
