As the living elements of both social and natural sciences, talents are the fundamental and most dynamic factor in the developments of social productivity. The issue of talents has been the permanent topic on which lots of attentions are focused since it is the key issue related to the developments of the Party and our nation's enterprises. Strategy of talents is one of the core strategies in the development of our nation. In the context of the fast developments of knowledge economy, the acceleration of economic globalization and exceedingly fierce competition, talents strategy, which is no longer considered to be a matter of expediency, has ascended to the altitude of nation strategy and become one of the most important constitution part of the strategies for the development of our nation. The status of talents strategy has been greatly improved since the Strategy of Reinvigorating our Nation through Human Resource Development (SRNHRD) has been written in the reports of our Party's seventeenth representative conference and the constitution of our Party.Generally speaking, although SRNHRD has acquired some remarkable effect in the gross, the quality, and the structure of talents in our country, there are still some drawbacks in the process of its exploring implementation, for instance, the perception of talents needing improvement, the still inadequacy of talents investments and the lack of high level leading talents. In view of this, this paper attempts to seek some inspiration or lessons from the experience of some developed countries through studying their implementation of talents strategy and systematically summarizing the era context we are in and realistic significance of implementing talents strategy in our own country. Meanwhile, this paper brings forward some tactics for both mechanical and institutional innovations in the implementation of SRNHRD. Lastly, the necessity and significance of talents strategy is demonstrated in the case study of Guangdong Province in the context of financial crisis, which provides some reality basis for the innovation tactics in the implementation of SRNHRD...
