Relationship Between Nation And Citizens Duirng The Community Reconstruction

The reform and opening up policy has promoted and will keep accelerating the overalldevelopment of Chinese society. Accompanying the collapse of the work unit system, wewitness the increasing necessity for the community organization to take leading role in thecity local management and service. In particular, the community organization is undergoingthe transformation from a simple urban residential quarter to an all-around service platform.Within modern community organization, the civil consciousness of the rising townspeople hasbeen developed and as a result, social organizations revealing the subjective consciousness arecurrently emerging in multitude.In the past30years, Chinese community development has achieved a variety ofbreakthrough. Nevertheless, a number of challenges still remain to be resolved. For example,in Dongting Street of Xishan District in the city of Wuxi, several factors including systematic,conceptual, and legal aspects, as well as confliction of interests, degrades the governmentfunction especially in the management of community organizations. Besides, communityresidents exhibit weak awareness of participation; the community self-governmentorganization is underdeveloped, and community intermediary organization is still in itsinfancy.The above issues reflect that under the pattern of powerful nation but weak society, thedevelopment of civil society and political state is unbalanced and social forces is too weak toprovide enough motivation for community organization development. Therefore, a new typeof collaborative relationship between state and society has to be created. Previous researchesshowed that the pattern of powerful nation and powerful society has not only solid theoretical,legal and policy foundation, but also possessed success stories such as Guangdong Wukantown events and Wuxi chunjiang huayuan community. In the meantime, the creation of thisnew pattern is favorable for pursuing novel approaches for our social management,developing the socialist theory with Chinese characteristics, moving forward with Chinesepolitical democratization, as well as constructing socialism harmonious society. The pattern ofpowerful nation and powerful society is the future trend of the relationship between state andsociety. We must adopt a variety of measures, such as government functions, community-leveldemocracy and community autonomy, to not only promote national power and functions, butalso guide and support social forces. Diverse social subjects jointly participate communitygovernance will finally carry out ‘Good Governance’.
