Yan Fu was a famous enlightening thinker of capitalist class in modern China. He lived at the very age that China was in danger and very weak, enslaved and split in and out. In that huge and confusion China, he was the outstanding one in the very few intellectuals and main representative of Reformist Movement of the capitalist class and one of minority of who could reflect to the current situation positively. In his reforming thought, improving the Chinese quality was an important content in system of thought. Not only had the thought the important function in Reformist Movement of the capitalist class, but also made deep influence to Chinese development later. After Opium War China gradually became semi-colony of western developed countries. especially the failure of Jiawu war, China and Japan war made the race crisis even deep continuously. Yan Fu pointed out that if we wanted to save the country and develop the China, we must improve the race quality at first, replacing Chinese lag education thought from discarding prescribed-form, learning western knowledge, developing the industry educate to encourage bright people, modernize people to cultivate talent person who was full development in morality, wisdom and health. He engaged in education activity and publicized the western education thought. In these days of building up the Chinese characteristic socialism, to review the Yan Fu' national quality education thoughts by analyzing his national quality education thoughts, understanding the connotation, enhancing the awareness of it still causes our huge understanding and attention on it. But, in Yan Fu's thought it couldn't succeed in reforming and revolution without the improvement of the national quality. He laid claim to the Chinese modern age should begin with education. Only after the national quality was improved, the political reforming could be begun. He didn't find the main reason that caused old China weak and poor was the lag productive power, the corruption of feudal rulers and the invading of the foreign great powers. All these reflected the localization of his thought.
