"Learning to do, to communicate, to cognize and to be"is a basic quality requirement for talents by the United Nations Educational, Scientific and Cultural Organization ("UNESCO") in the 21st century. Communication is a basic way of human existence and a cornerstone for human development and progress. A personal success mostly depends on communication with others, cooperation ability and excellent personal characters. In other words, to cultivate students'good communication characters and ability is a responsibility of modern education and a development yardstick that is unforgettable to education.Communication plays a more important role with particular efficiency in the ideological and political education. Communication makes an ontological significance to the ideological and political education: the ideological and political education originated from communication. It is a communicative activity of spirit with special purposes; communication is a basic form through which the ideological and political education exists, and is also an objective basis for students to establish the correct value system; an effective teacher-student communication will have a positive effect on the efficiency of the ideological and political education, inspiring students'hearts of being teacher-oriented, seeking truth and making progress; especially an inter-subjectivity based teacher-student communication is an significant source for students to obtain the real experience of interpersonal communication, improve communicative ability and own an excellent communicative characters.In recent years, a problem of the low effectiveness of the ideological and political education in China's universities and colleges has led ideological and political educators and even the whole society to pay high attention to. People have been positively seeking solutions, while they are confused with it. In particular, a large number of the ideological and political educators have made exploration in each respect and obtained some efficiency. However, the author thinks that, educators should solve the problem of low effectiveness through the totality of thinking direction, exploring a holistic idea that permeates the whole procedures and is consistent with the regularity of the ideological and political education. The author thinks that such holistic idea is communication. Therefore, this thesis attempts to put forward the ideological and political education of communication, according to the research thread from history to reality, from theory to practice and from macroscopic to microcosmic, following the guidance of Marxist communication theory and focusing on communication. This research is divided into six parts:Chapter I is an introduction. This chapter mainly analyses the topic basis of this thesis, provides the research purpose and illustrates the theoretic effect of research, practical significance, research thread and etc.Chapter II traces to a source of the relationship between communication and the ideological and political education from Marx's viewpoint of practice on communication and thinks that communication is the historical origin of the ideological and political education, thus the ideological and political education belongs to one of the communicative activities of practice.Chapter III defines the concept of the communicative ideological and political education in universities and colleges, based on re-interpretation of the ideological and political education concept, and elaborates the basic characteristics of the communicative ideological and political education, i.e. multi-polar subjectivity, equality dialogue, object intermediary and dynamic creation.Chapter IV expounds the Marx's communicative theory and illustrates how Marx's communicative theory plays a significant and important role in the ideological and political education. Meanwhile, it also introduces the main content of Herbermas's communicative theory, presenting a theoretic reference for the communicative ideological and political education.Chapter V explores the fundamental causes of the low effectiveness in the ideological and political education and demonstrates the necessity and urgency to develop the communicative ideological and political education, adopting a realistic analysis method and according to the communicative viewpoint of the ideological and political education.Chapter VI discusses an implementation method of the communicative ideological and political education in the institutions of higher education and states the subjective and objective conditions, principles and methods of implementation. It thinks that to implement the communicative ideological and political education in universities and colleges, the subjects of communication must be of excellent communicative quality with the nice circumstance. In addition, there should be some protection principles, including inter-subjectivity, life-stylizing, communicative rationality and interaction. As for the methods, in addition to the general methods of the ideological and political education, people should also pay attention to the comprehensive adoption of dialogue, debate, role-playing and other methods.
