The Performance Evaluation About Provincial Level Excellent Talents Of Local Colleges

PurposeBased on the talents evaluating system about domestic and overseas universities and excellent talents of local colleges, This study is to establish the evaluation index system of provincial level excellent talents of local colleges, and to build a scientific and feasible evaluation method, so as to provide scientific basis for promoting human resource allocation effectively.ObjectsTo take 82 candidates (among them,29 humanistic and social science types and 53 natural science types)from "Young and Middle-aged Top-notch Innovative Personnel Support Programs" and "Outstanding Young Opinion Leaders Support Programs" in 2004-2008 in China as the appraisal object.MethodConsulting the documents, analyzing the theories and interviewing experts for evaluating the indexes and defines their connotation; selecting the indexes by Seminar method, that means Views on the specific issues are exchanged and discussed freely, profoundly and widely and the investigator makes an analysis and a summary of the different views and opinions, and weighs the importance of the evaluation index system; testing and analyzing the reliability and feasibility of the index system by the method of Synthetical scored method; analyzing the collected data by means of software:Excel 2003 and the SPSS.Results1. To establish the evaluation index system of Provincial Level Excellent Talents of Local Colleges.The evaluation index system of provincial level Excellent Talents of local colleges was established according to consult the documents, analyze the theories and interview experts, selecting the indexes by Seminar method, and then form two talents evaluation index systems, Humanities social science including 4 first grade indexes,13 second grade indexes and 38 third grade indexes and natural science including 5 first grade indexes,16 second grade indexes and 55 third grade indexes.The verification indicates that the two talents evaluation index systems have good perform well in reliability and validity.2. To set index weight of the evaluation index system of the Provincial Level Excellent Talents of Local Colleges.The weight of each level index was assigned by Seminar. The weight of first grade indexes about Humanities social science is 0.278(Research projects),0.339(scientific productivity),0.194(personnel training) and 0.189(academic influence) respectively. And The weight of first grade indexes about natural science is 0.250(Research projects),0.294(scientific productivity),0.122(technological outcome transformation),0.163 (personnel training) and 0.170((academic influence) respectively.3. To construct synthetic judge model for the evaluation index system of the Provincial Level Excellent Talents of Local Colleges. The reliability of the results is high.While construction synthesis judgment model, This research has used the method of weighting, addition and multiplication. The third-level target's value uses the method of weighting to ask the weighted value; The second-level target's value uses the addition computation, the first-level target's value and the synthesis judgment value use the continued multiplication computation. The results indicate that high reliability.4. To build the basic information database of "Young and Middle-aged Top-notch Innovation Personnel Support Program" and "Outstanding Young Opinion Leaders Support Programs" in universities and colleges of Shanxi Province in 2004-2008.Conclusion1. The two talents evaluation index systems have good perform well in reliability and easibility.2. The empirical study of 82 candidates (among them,29 humanistic and social science types and 53 natural science types)from "Young and Middle-aged Top-notch Innovative Personnel Support Programs" and "Outstanding Young Opinion Leaders Support Programs" in 2004-2008 indicates that the evaluation index system of Provincial Level Excellent Talents of Local Colleges better reflects the performance-oriented synthetic science evaluation, rather than single scientific-research-oriented performance evaluation.Suggestion1. To develop and deep support program of training and introduction of talents of government.2. To establish and improve the performance evaluation system for Provincial Level Excellent Talents of Local Colleges.3. To strength the platform, and expand cooperation in various forms of research.4.
