A Study On The Elderly-association-dominant Aged Mass Organizations In Village

For a long time, the undesirable impact on social equity caused by China's unique urban-rural dual economic structure has a concentrated manifestation in the field of social security,which are insufficient supply of public goods for old-age security in rural areas and apparent lag of living conditions and welfare supply of rural elderly. Meanwhile, in the context of global aging, China's rural areas are going through more severe situation of aging and greater pressure of pension than in urban areas. The contradiction caused by the two is more prominent with the economic and social development and progress.In recent years, the historic mission of "building a new socialist countryside," and philosophy of governance such as "people's livelihood", "building a harmonious socialist society" provide a good opportunity to resolve the above mentioned contradiction. On this basis, theorists conduct more in-depth study of rural issues. Government's longtime insufficient supply of public goods for old-age security in rural areas results in "government failure";Under the circumstance of market economy, the interests-oriented market can not provide rural elderly-the disadvantaged groups of society-with market-oriented products to meet their aged needs,this results in "market failure." With both government and market "failure", non-governmental organization as the "third sector" has become the key to resolving the above mentioned contradiction under the good policy circumstance. The role they play in society attracts more and more attention . In rural areas, Elderly Association undoubtedly becomes an important carrier to improve the situation of old-age security.In this article, the author defines the concept and property of Elderly Association to present its contributions to social security; then analyzes its status in the rural old-age security system. Being a kind of community service, Elderly Association has mutually independent relationship with elderly's family protection and self protection, meanwhile it has complementary relationship with the new rural old-age insurance, the new rural cooperative medical system and other policy-related social security measures. This provides theoretical basis to develop Elderly Association within the theoretical framework of social security. Through the case research of Elderly Association in Dongzhuangtou, Laixi, the author expatiates its significance to society and existing problems, puts forward feasible suggestions according to reality and provides a reference to the development of other elderly associations.
