Nowadays, In the background of knowledge economy era, Human resources has become an most important and necessary resource for every organization's development. Human resources management has become an important part throughout the management activities, which have been pied great attention to for kinds of managers. With the spread of foreign human resources management theories and methods in China as well as the success in business practice, more and more college leaders and managers attempt modern human resources management methods and principles to college personnel management work. However, in spite of the active practice and exploration with college managers and scholars, little objective results achieved. Currently, human resources management has been developed to the stage of strategic human resources management. Human resources planning theory has been an important component independently in the field of human resources management, which also have been paid great attention to for managers.College human resources planning is the prerequisite and basis for human resources management operating efficiently, which is the most important part in management activities. In view of this, firstly this research discussed the background knowledge and basic concepts connected with this paper and then analysis the particularity of human resources and management characteristics in our Chinese college nowadays, as well as the specificity and the problems of college human resources management. This research pointed out that the problem is caused by a variety of factors, and the main reason is that there is no scientific and rational way to develop human resources planning. Because of this, this research analyzed the function and task of colleges human resource planning. Subsequently, this research developed exploratory research to work out colleges human resources planning scientifically and reasonably, analysis the internal and external factors which constraint human resources planning, explored the principles and content of working out planning. Finally, with the reference of successful experience accumulated by enterprise human resource planning and the actual situation of college, this research put forward the procedures for implementing college human resources planning.
