In the current Knowledge Economic Times, knowledge, information and technology have become the major impulse of economic and social development, while universities, as the cradle of intellectual and supreme hall of knowledge, shoulder heavy responsibilities to provide frontier technology, advanced idea and excellent talents to the society. Regarding this situation, China has done the same as around the world to strengthen the support of universities. In recent years, we achieved the high jump of campus facility, education, R&D subsidy and teacher-student scale. But the related improvement in education quality and R&D level isn't seen. How to break the dilemma of grand building without great master? How to improve university education and R&D level to nurture the economic construction and social development with sufficient intelligence? This paper aims to find out the way through overused Administrative Behavior in universities, especially public universities since they're more predominant over private universities in university education.This paper is going to present that overused Administrative Behavior stands in way of university development by combining literature and comparison methodologies, together with related idea in public management. University management should be flexible according the worship in academic and ideological freedom which is in line with its prime aim of pursuing truth and favor of free thoughts. In the opposite, the freedom is squeezed out by overused Administrative Behavior with it powerful hands stretching to university resource, detailed as distribution and management of finance and university staff, registration, education evaluation and rating etc.. This paper digs deep into the three main reasons of the phenomenon: official oriented culture, lack of efficient public supervision right and liability of the stereotype of university management. Historically, university is highlighted for its self-governance with a born nature again administrative power, which settles the tone for the negative results of overused Administrative Behavior: loss of academic rights, absence of social responsibility of intellectuals, sinking of academic morals, education injustice and falling low of education quality and R&D level.In view of the successful experience of most developed countries in university management, you can barely see overused Administrative Behavior in self-governed, academic-free, law-based universities. This paper shows below meditation on de-administration with above inspiration and the consideration of concrete situation in China: administrative organization outside of university should transform From Management-Administration to Service-Administration, taking law instead of administrative measures; administrative power inside university should obey to academic power without interference; involve in some market and non-profit organization to expose university management to public supervision.
