Along with the development of information technology, the digital resources in education has been neglected, the role of abundant digital learning resources to cultivate the high-quality talents, is currently an important direction of education. In the era of intellectual talent quality requirements on ten ability: innovation, problem solving, decision making, critical thinking, and information literacy, teamwork, compatible, and obtain the recessive knowledge, and self management ability of sustainable development has become a research hotspot nowadays. This study first according to bloom teaching target classification standards of high-order thinking ability, defines the concept that bloom education goal of cognitive skills after three kinds, namely analysis, evaluation and create corresponding ability level is high order thinking ability. In the teaching process, the development level of the three levels, equivalent to develop learners' high-order thinking ability.Based on the standard of English courses in the content of the standard, analyzes deeply the high-order thinking ability in junior high school English teaching and the specific content.
