The administrator of class in primary and secondary school is the backbone in education. Their morality, knowledge, personality, behavior and habits unconsciously affect the students'personality development. The teachers 80S have aroused people's attention. This study is intended to discuss the existing problems and put forward to an improvement strategy by a sample survey of the administrator of class 80S in Hohhot city.This paper is divided into four parts. The first part is the Introduction including the background of the topic , meaning, research results related, objectives and methods.The second part interprets the importance of building teacher ranks: the first is the definition of the concept, and then focuses on the importance of them: strengthening the teacher not only improves the quality of basic education, but also promotes educational development in the new situation.The third part is the investigation of teacher's work and management and gives an analysis. The investigation is mainly from in-depth analysis of teachers themselves and building . First of all , analysis of their own problems: reduction of initiative, lack of hardships, poor communication and collaboration, looking down on individual study etc. Such problems are mainly due to the social environmental. The significant changes of teachers'ideology, personality are as a result of"Reform and opening up",and thereby affecting their professionalism and operational capacity. Secondly, analysis of problems in school management: the system is not perfect, and management measures are less effective because of the school management lack of understanding about the building.The fourth part is the methods of building ranks . In this paper, a solution is proposed on the analysis of teachers themselves and school management :firstly, about teachers their own :the right to examine themselves and strengthen self-study, in-depth educational practice; secondly ,about building ranks : a sound school teachers management system, implementation of teachers school-based training, and the further building of their aspiration.
