With the coming of the 21st century, the Central Government of China has put the community education on agenda. The Chinese government has adopted a series of positive policies and measure to push forward the development of community education. The community education has made unprecendented progress and it has became an ever-increasing concern of the world. It is important that the devlopment tendency of the community education shows institutional and standard. The improvement of community education policy has became better and better. Peaple are familiar with the objective of community education policy, the carrier of community education policy and the policy maker. The process of community education policy is a series of community education activites in which the policy makers show their values. A variety of values such as economic and philanthropy, order and freedom, efficiency and equality and so on discribe a perfect future of community education policy. However the really value of community education policy wich is to respect and to protect the right of learning by oneself for the people was not protruded.So one of objects for the thesis is to let people pay attention to the value of respecting and protecting the right of self-learning for community residents.With the help of various information retrieval systems, the thesis combs the history line of the Chinese community education policy and the values of the community education policy. In the process of research, I think of it is necessary to do in depth research about whether the objectives of community educaiton policy should be definite, whether the carriers of community education policy should be normative as whether the public should become the policy makers. And I found that the value of which reflect the nature of community education has not yet established. The thesis attempts to construct the community education policy. Through the explicitly identity and rights for the policy makers and the establishment of the procedure of community education policy, the new community education policy will play a role in respecting and protecting the right of self-learning for community residents.
