University Students in rural primary employment is an inevitable trend, which must be resolved with the economic and social development, particularly rural economic development. But there will also be our long-standing urban-rural dual structure, urban-rural gap is still widening, in which conditions, starting from the needs of students, through guidance and meet the needs of students, encouraging graduates to the rural grass-roots employment incentive mechanism is imperative. Although the state has introduced some incentives, but these incentives have not formed an organic whole, various measures, mechanisms and systems are inadequate and uncoordinated, resulting in poor effects of students in rural primary employment. Therefore, based on the investigation of college students the demand for employment in rural primary and the analysis of the existing problem in incentive mechanism, proposed some of comments and suggestions, so that the incentives will be better, more effective.Paper is divided into four parts.The first part, University Students of rural grass-roots employment Incentive Scheme proposed. This part is mainly from the reality contradiction of the importance and the difficulties of the Students employment in rural primary, proposed the employment of rural primary incentive mechanism and the importance of the issue. Talent needed for The New Countryside Construction, in which the university students will be growing, a good platform for talent can provide them, which will win-win, but the reality is that College Students reluctant to rural grass-roots employment, the low number of rural grass-roots employment, high turnover rate, and depression, poor initiative, so that they can not play an effective role at the grassroots level to make this a win-win result of greatly reduced.The second part, University Students of rural grass-roots employment Incentive Scheme is explained in theory. By theoretically explained incentives, employment incentives, analyze the definition, features, operation mechanism and the actual use of University Students of rural grass-roots employment incentives for the following establishment of the mechanism of rural primary job to do theory bedding.The third part is the status analysis of University Students of rural grass-roots employment Incentive Scheme. This part analyzes problems and shortcomings of the policy incentives, the education incentive mechanism, social incentive mechanism, and the resulting impact on students in the rural grass-roots employment in the current.The fourth part is about the construction of college students in rural primary employment Incentive Mechanism. On above-mentioned the problems and lack, presented improvement proposals and measures from three levels of the government, universities, and society. At the government level, proposed to strengthen the introduction, training of talent and implementation of the government incentive mechanism; in colleges, proposed institutional cooperation with the rural grassroots and education incentive mechanism; in the social level, proposed media should pay attention to Students in rural primary employment and strengthen the strong employment promotion and guidance of students set up to thick atmosphere of promoting the employment of rural grass-roots, recommend community provide support and assistance using a variety of ways to promote college students to employment and entrepreneurship in rural grass-roots, so that create good conditions for their active employment to the rural grassroots.
