Quality-oriented education introduced nearly 30 years, has been a hot topic to the whole society and has already become a basic national policy. Shandong, as a whole, implemented province-wide quality-oriented education in 2008. For two years, what has happened to the rural schools? To answer this question, the paper carried on a field study to describe the changes and difficulties in a rural school of Shandong Province. Finally, the paper tries to find ways to overcome the difficulties.There are three parts in the paper. The first part is about implementing, the second about resistant and the last about analysis.First, the paper describes the policies of quality-oriented education and then the theories. Because theories are based on policies in China. Second, the paper describes the policy of Shandong Province and the implementing effect of the rural school. Third, the paper describes the resistant of implementing quality-oriented education. The resistant comes from the school, the teachers and the parents. Last, the paper tries to find the difficulties of implementing quality-oriented education and analyze the difficulties.
