In the context of a new round of curriculum reform, this essay attempts to interpret the fundamental problems occurred in the school-based implementation of new curriculum reform based on the current quality of students and requirements asked by the secondary vocational education schools and constructive learning theory.Such new vocational curriculum system requires that teachers should teach through the projects or tasks and cultivate skills and vocational ethics of students by designing the context as well as promote students'further development by means of the multi-evaluation ways. However, according to the investigation there are still some shortcomings and inadequacy in the school-based implementation of new 'curriculum reform, especially in the terms of teachers'qualification, teaching environment and institutions.Therefore, Chapter II illustrates the concrete requirements of new curriculum reform in the terms of teacher morality, teaching force as well as teaching stuff structure while analyzing the major problems in the current secondary vocational schools and finally pointing out the fundamental reasons including, poor professional psychological counseling group, delayed reform propaganda and inappropriate teaching& research activities etc.Chapter III firstly describes the new requirements proposed by the new curriculum reform with regard to the design work for the classroom, school training center, teaching database. While in the reality, poor professional atmosphere of the design for the classroom, lack of scientific guidance for the school training center, inappropriate choices for the school training equipments, non-functional teaching database, those are all the shortcomings that would be explained in this chapter. There are various factors attributing to such undesirable phenomenon while the major ones are cognitive blind spots of the specialty demand, as well as poor attentions on the network construction.Chapter IV firstly points out, although the new curriculum reform proposes some new requirements for the institution keepers in the institution system building, the current pressure confronted by teachers and students is brought about by non-standardized institution system building that embodies in the systems of evaluation, training, assessment and stimulation. Secondly, this chapter attempts to explore the main reasons coursing such problems. Reasons are the disconnections between the institution system building and the current situations of the school, the disjunction between the institution building and its improvement, the lagged relationship between institution building and its implementation as well as poor supporting conditions for the sustainable institution building.Chapter V will propose the related solutions according to the problems that have been mentioned in the Chapterâ…¡andâ…£. Suggestions include enforcement of the professional development for the teacher, emphasis on the design and implement of teaching and research activities, improvement on the school recruitment institution and etc. Finally, several key points in the school-based implementation of the new curriculum reform would be concluded.I believe that in theory, the completion of this paper enriches literature of the implementation of the curriculum reform in secondary vocational schools, especially in school-based implementation of the documentation; in practice, is conducive to further promoting the school-based implementation of the new curriculum reform in secondary vocational schools.
