School moral atmosphere is a true educational subsistence, impacting students' morality and academy achievement. However, it's very difficult to manifest this subsistence and its impact. This thesis provides a set of scale as a scientific measure of school moral atmosphere evaluation, supervision, intervening and research. This thesis generally expatiates on the development and application procedure of school moral atmosphere scale. At first, thesis summarizes current study literature of school moral atmosphere, preliminarily defines its concept and content that we identified through an open interview to 10 selected teachers. The content is validated by consultation with the specialists. With this foundation, a school moral atmosphere frame is shaped, a 98-item questionnaire is composed. The questionnaire is applied in a survey among 300 students from a middle school in Ganzhou, Jiangxi Province. By statistics in data analysis,55 items are recognized standards insufficiency.43 entries are recognized meeting the standards and are merged with 23 revised items into a trail version of school moral atmosphere questionnaire. With such questionnaire another survey is conducted among 200 students of a middle school in Ganzhou. By statistics in data analysis,3 standards insufficiency items are removed, and the remaining 63 entries constitute the school moral atmosphere scale. A validation of the scale is conducted. At last, with the developed scale a survey is made among 450 students from 2 middle schools in Shanghai. The relationship of school moral atmosphere and students' academy achievements is reviewed; the vast school moral atmosphere application outlook is also discussed.Statistic analysis shows the perceptive school moral atmosphere consists of 2 dimensions, Justice and Caring. Among them, Fairness, Democracy, Discipline, Integrity, Collaboration and Competition are important scales of school justice atmosphere, while Respect, Help, Tolerance, Understanding, Belonging are important scales of school Caring atmosphere. The validation shows, the school moral atmosphere based on above dimensions and scales has a Cronbach's alpha of.9283 and a test-retest reliability coefficient of.760, which are of great reliability. In both the sub-scales and the grand-scales, there is apparent factor-to-factor and factor-to-overall interrelation, which indicates good scale construct validity. The scale evolves with progressive revision. Every revision has a specialist estimation on behavior sample representation reflected in each entry, which assures scale's content validity. The survey indicates the scale composed in this thesis can, comparatively, thoroughly and precisely evaluate the school moral atmosphere perceived by the middle school students, and can be applied as a method of evaluation, supervision, intervening and research. Preliminary analysis shows there is fairly good Justice and Caring atmosphere in both schools of Changning district and Luwan district, with a 3.7771 of Justice and a 3.8987 of Caring on average. The perception varies by terms of the grade and gender. Interrelation analysis also recognizes school moral atmosphere factor that can impact students' academy achievement. In X School, students' academy achievement is closely related to the Justice and Caring atmosphere, which is embodied in the extreme close relations (P<0.01) among the Justice, Democracy, Discipline, Collaboration and Competition, Help, Understanding, Belonging atmosphere perceived by students, and there isn't close relation to Integrity, Respect, Tolerance atmosphere. In S School, students' achievement is only closely related to school Justice atmosphere, but not school Caring atmosphere, which is embodied in the close relations (P<0.05) among Democracy, Discipline, Integrity, Collaboration and Competition atmosphere perceived by students, and the extreme close relations (P<0.01) among Respect and Belongs atmosphere, but there isn't close relation among Justice, Help, Tolerance and Understanding atmosphere. In both schools, Democracy, Discipline, Collaboration and Competition atmosphere are common factors which impact students'achievement.
