Along with the further development of the reform and opening-up and the stepwise improvement of the socialistic market economy system, the traditional appointment system of teacher positions in secondary vocational schools, which adapts to the planned economic system, can not meet the requirements of scientific development of secondary vocational education. Therefore, in secondary vocational schools, it is the key to the success of the personnel system reform that whether the reform of the title system is so efficient, by changing the title management to portfolio management, that we will have a real implementation of appointment system of teacher positions and make it suited to the personnel system of the socialist market economic system.With the literature method and model method, this thesis builds appointment system model by sorting out the title system and the appointment system of teacher positions in secondary vocational schools, based on the system theory. Furthermore, this thesis submits a comprehensive strategy by systematically analyzing and studying the appointment system of teacher positions in secondary vocational schools according to advanced concepts and management methods of human resource development and management theory. Thereby, it will provide certain policy reference, theoretical guidance and job reference for the implementation of the appointment system of teacher positions in secondary vocational schools.This thesis has five parts. Part one is about the background, significance, main content, methods, and literature review. Part two shows the basic conceptions and theories. Part three is about the evolution of the title system after the founding of the country and the analysis for the historic evolution and trend of the appointment system of teacher positions in secondary vocational schools. Part four shows the analysis for the appointment system of teacher positions in secondary vocational schools from two aspects: background and problems. Part five shows the comprehensive strategy for the appointment system of teacher positions in secondary vocational schools in terms of the requirements of background and problems.
