Teacher appointment system in primary and secondary schools is the product of the innovation of teacher management system in China under the condition of market economy.It is the key to reform China's education system and it has great significance to improve the quality of basic education in our country.Although all parts of our country are trying to practice teacher appointment system in primary and secondary school,and continue to improve it,but the actual operation process still has some problems need to reflect and study.Throughout the Singapore teacher appointment system in primary and secondary school,the government began to improve it from the early days of the country,and achieved satisfactory results.The comparison study of teacher's appointment between China and Singapore contributes to the improvement of our teachers' appointment system and improvement of the basic education.This paper summarizes the development history of teachers' appointment system of primary and secondary schools in China and Singapore.The establishment and development of the teachers' appointment system are closely related to the economic environment in which they exist.In both China and Singapore,the primary and secondary school teachers appointment system has its own different historical evolution track.Over the past half century,Singapore's primary and secondary school teachers appointment system has undergone four stages that include establishment,development,improvement and perfection.While since 1980 s,China's primary and secondary school teachers appointment system has undergone three important stages that isthe initial reform,progressive implementation,and perfecting improvement.Leaving a string of clear and recognizable trajectory.This paper makes a comparative study on the appointment subject,the appointment conditions,the appointment procedure and the pre-service training of the primary and secondary school teachers between China and Singapore by using the comparative research method and the investigation method,and analyzes the similarities and differences between the two countries.From post-service training,assessment promotion,salary and welfare,dismissal and other four aspects of the two primary and secondary school teachers after the appointment of a systematic comparative study of the two countries in the management of primary and secondary school teachers on the similarities and differences.Draw lessons from the experience of Singapore primary and secondary school teachers appointment system,combined with China's national conditions,China can get a lot of inspiration and reference.First,increase the promotion of free normal students.Second,strict primary and secondary school teachers entrance.Third,improve teachers' training work.Fourth,reform primary and secondary school teachers' performance pay system.Fifth,improve the primary and secondary school teachers' assessment and promotion mechanism.
