With the advent of globalization and the knowledge economy era, Chinese mainland’s economy and industry has started to enter the transition period, the labor market is facing a shortage of skilled workers, particularly the lack of senior technicians etc. To compensate for this shortage, fostering skill talents for vocational and technical education has attracted wide attention. In order to break the bottleneck caused by Chinese mainland’s economic restructuring and growth pattern, vocational colleges always adhere to the educational concept of combining theory and practice in an aim to enhance students’ practical ability to achieve their goals of unification of learning and using. Industry-Academy Cooperation can shorten the gap of students’ unification of learning and using with the purpose of achieving win-win results academia. Taiwan Higher Technical and Vocational Education has cultivated numerous high quality and practical professionals and created huge economic miracle. The great success in industry-university cooperation have significant inspiration value to speed up the construction of modern vocational and technical education system closely unite Industry-academy Cooperation in mainland.This paper firstly describes the present situation of research at home and abroad on Industry-academy Cooperation of Higher Vocational and Technical Education in Taiwan, and defines related concepts, analyses the theoretical basis of Industry-academy Cooperation of Industry-academy Cooperation of Higher Vocational and Technical Education in Taiwan, takes knowledge economic theory, mercerization of higher education theory and strategy alliance theory as the theoretical support of this thesis. The paper is designed to make longitudinal dynamic research of Industry-academy Cooperation of Higher Vocational and Technical Education in Taiwan, make the development outline clear and analyses the current situation and future trend in combination with historical research;The paper is aimed at making an in-depth study on the implementation of Industry-academy Cooperation of Higher Vocational and Technical Education in Taiwan from the point of Taiwan’s relevant departments, higher technical institution and enterprises with the methods of documentary analysis, case interview. etc, exploring successful experience and gaining a good enlightenment combined with the current development in mainland; As a guide and coordinator, government could perfect the relevant laws and regulations to protect the interests of Industry-academy Cooperation partners, strengthen assessment and examination to promote the sustainable development of Industry-academy Cooperation, create a sound Industry-university Cooperation institution in an effort to develop the power of Industry-academy Cooperation, establish a coordination platform to form a network of Industry-university Cooperation and give full play to its role. The government could introduce preferential policies and increase financial investment to participate in Industry-academy Cooperation. Vocational College as an organizer and participants could implement curriculum and industry standards and cultivate students’ comprehensive and innovation abilities, emphasize on vocational and technical certification, shorten students’ learning with using gap, encourage teachers to participate in Industry-academy Cooperation, enhance the overall quality of teachers’ skills. Industry as a partner and supporter, could establish Industry-academy Cooperation concept, have an understanding of the connotation of Industry-academy Cooperation, strengthen communication between industry and university and form a virtuous cycle of complementarities of vocational college, focus on internal and external education and training to achieve a win-win industry-university purpose. Only centralized government, industry, university, Industry-academy Cooperation can yield the greatest benefits and continuously nurture new technology and cultivate technical pragmatic talents who can do well in unification of learning and using.
