University expansion caused a dramatic increase in the number of university graduates, unemployment of university graduates is today's highlighted social problem. Since the traditional means of employment can not achieved the amount balance of labor supply and demand in the employment problems, it has a limited effect on the employment problems. Flexible form of employment of college graduates based on their own characteristics highly, so it becomes the effective path to solute the problem. Government has a prominent role in this field. Government should focus on the relevant tactics and actions.In this paper, through the research and analysis of the flexible employment status of the university graduates, we understand the difficulties faced by flexible employment and the inside and outside expectations of the environment in order to know the deconstruction and perfect methods of the government in promoting flexible employment of university graduates. The first chapter "Introduction": defines the concept of flexible employment and informal employment, analyse the related concepts, and defines the concept of government action. Describe the theoretical and practical significance, research ideas, innovations of this paper. The second chapter "Summary of research and related theory": we analyze the research progress of the post and explain the theoretical basis of government action to construct the theoretical preparation. The third chapter "the analysis of students flexible employment and the status of government action": through research, to understand the behaviors of the government, and the expectations of government action of university graduates. We highlight and explain the impact factors of the flexible employment of university students. We display the internal and external environmental factors which related to the willing of choosing flexible employment. The fourth chapter "the importance and cause analysis of the government to promote flexible employment of graduates": we analyse the importance of flexible employment from the individual level, organization level, industrial level and the macroeconomic level. The lack of individual cognitive thinking and the social cultural atmosphere constitute the cognitive difficulties; government regulates the university graduates in flexible employment also faced the information difficulties, which is reflected in the subjective factors based on information distortion and non-subjective factors based on "information paradox"; while China's current social security system has the characteristic of division and discrimination, and the flexible employment laws and protective procedures are lacked, the design of social security policy is lack of attractive incentive, all of them constitute a common cause of the plight of flexible employment protection. The fifth chapter "the path analysis of the promotion of flexible employment in the government actions": in order to provide reference and recommendations to solve the problem of flexible employment of university graduates and to add a realistic path to government actions., we propose the recommendations that government should promote the flexible employment of university graduates by the findings of this study and theoretical analysis of flexible employment which pointed to the difficulties and perspective for university graduates.To promote the flexible employment to solve the employment problem of university graduates, this paper presents the following government action paths: 1. Make the publicity and guidance of flexible employment effectively by the government forces, including the government's media guide and support, propelling the optimization of the employment culture and early education, the promotion of good employment consciousness. 2. Construct the labour exchange platform for both parties to achieve a balanced allocation of human resources. 3. Provide early training in flexible employment, insure the formation of flexible employment skills. 4. Improve the related social security system, including the introduction of flexible mechanism in social security policy, the establishment of community-based, comprehensive, personalized social security system, and the establishment of a dedicated social security system for university graduates. 5. Popularize and improve the rights protection system of university graduates, including the protection of rights basis and the improvement of the rights protection paths.
