Since Chinese higher education was advanced into the stage of being universal in 2002,the employment of college graduates has been under the presure of improvement of newsystem and stern employment situation. At the same time it has been challenged by theenrollment expansion of colleges and universities. In recent years, the problem of“diffcultemployment”of college graduates has become hot spot. The employment of college graduateshas been paid so much attention for the first time in history. The Party Central Committee andthe State Council put forward clearly to make the employment of college graduates in the firstplace of current employment work. To strengthen the college graduates employment servicewas put forward on the thirty-second group learning of Political Bureau of the CPC CentralCommittee on 20thFebrury,2012 on implementing a more active employment policy.Secretary-general Hu Jintao, Premier Wen Jiabao on different occasions stressed theimportance of the employment of College graduates. Employment is not only an economicproblem, but also a social problem and political problem.Employment is in relation to collegestudents’growth and development, to the overall situation of reforming, developing and beingstable. The current implementation of our country is the college graduates employmentmechanism of "the market orientation, government regulation, school recommendation,graduates and employers two-way choice", in which human resources should be adjusted bythe market to achieve balance and to optimize the human resources reasonable allocation,which does not mean that the government has no obligation. As the job marketmacro-controller,government has important functions of providing public employmentservices, regulating the market of human resources and others. However, in our country theresearch subject of employment of college graduates maily focuses on College graduatesemployment guidance mechanism. The fact is that due to dynamic information after thegraduates leave school is not sufficient, its research content is limited to information beforeleaving school. But the majority of graduates achieve employment after leaving school andgetting graduation certificate. Because of pressure from various levels of governmentadministrative department in charge of education supervision and evaluation,the authenticityof the employment rate of college graduates before graduation is guaranteed with difficulty,series of analysis based on which is not correct. Study Combined with a specific area is in aless. In order to promote the local employment of college graduates more effectivly, themacro employment policies on dimension of the state still needs to be developed according tothe local reality by various of local governments. Working in government human resources and social security departments, the author hasbeen long engaged in the employment of college graduates and has feeled in practice someproblems of the college graduates’ employment among which are liability of Government,colleges and universities,and society, and personal reasons from college graduates. It hastheoretical value and practical significance to analyze the current situation and problems ofemployment of college graduates and raise the train of thought and countermeasures topromote employment of college graduates.Based on the theory of Marx philosophy of things development regularity, guided bytheories of Scientific Outlook on Development and management of human resources ,from theresponsibility of the government on the employment promotion work and by example asDongying employment of college graduates of the Eleventh Five, the paper analyzed theresoponsibility of government in promoting employment of college graduztes, the currentsituation and problems of employment of college graduates, drow lessons from foreigngovernments’and organizes’experiences and measures, and raised the countermeasures topromote employment of college graduates.In this paper, except the introduction and conclusion, is mainly composed of four parts.The introduction elaborated the problem, research significance, research status at home andabroad, research ideas and research methods. The first part mainly analyzed the presentsituation and the existing problems of employment of college graduates in China. Bases onthe research on government responsibility and promote employment , it carries on the analysisfrom five aspects of the situation of employment, structural contradiction, employment marketand system construction, employment guidance and employment idea. The second part was ananalysis with Dongying college graduates employment status and characteristics, summing upDongying city college graduates employment features, based on the statistical analysis ofemployment situation of graduates in the Eleventh Five period of different academic levels,units nature, subject, source, the gender. The third part studied experiences and measures ofparts of the advanced countries to promote employment of college graduates, analyzingexperiences of U.S.A, U.K., Japan and Germany, which laid a founation for raisingcoutermeasures. The fourth part put forward the train of thought and countermeasures topromote employment of college graduates, suggesting from perfecting policies to promoteemployment, improving the employment of social service, normative employer behavior,deepening the reform of higher education, and changing of college graduates’ employmentconcept, based on Dongying present situation and foreign experiences.
