In the process of carrying out the new curriculum standard, it is being gradually recognized that it's impossible to realize the new curriculum concepts and goals without the support of curriculum resources.To develop and utilize curriculum resources turns out to be the important subject, meanwhile the highlight and difficult points,facing the curriculum reform in China. Qingzhou, the author's hometown, is a famous cultural city with a long history, where contains rich cultural resources.If these resources can be developed and utilized, it will be beneficial to transfer and inherit local culture,develop Chinese Curriculum of local characteristics and promote professional development of teachers.In 2002,it was stressed, in The Guideline for Local and School Curriculum Implementation of Compulsory curriculum in Shandong Province, "to adhere to the student-oriented principle,follow the rules of students' physical and psychological development, promote students' understanding about culture,society, nature,science and technology under their own life background, nurture students' good morality humanistic spirit and artistic accomplishment, develop students' innovative spirit and practical ability".To achieve this goal,it is stated that it will be a double win to develop local cultural resources in Qingzhou as local Chinese courses,and penetrate effectively into the Chinese teaching.This paper makes a tentative research on the culture resources development and utilization of local Chinese curriculum in Qingzhou.It starts with the definition of related basic concepts.The value, feasibility, basis, facts and strategies of culture resources development and utilization are analyzed and demonstrated. A number of typical,distinctive and popular local culture cases with students are selected to discuss how to develop the culture resources in Qingzhou local Chinese curriculum.Three classroom cases are also designed and analyzed, that is,research-based learning case analysis,special lecture-based learning case analysis,integrated activities case analysis.This research aims to provide the theoretical basis and practical solutions for the "Qingzhou Local Chinese Curriculum" construction all through the elementary schools and middle schools in Qingzhou, to rationalize and standardize the culture resources development and utilization.In this way it can also compensate for the inadequate national curriculum adaptation to local curriculum, enhance students' research-based learning abilities,improve students' Chinese accomplishment and comprehensive practice abilities, and make some valuable attempts to promote Qingzhou local culture.
