The history of the development of management is a history of the development concerning the view of human nature. The understanding of human nature determines the development of management theories, which results in different kinds of management systems.Humanized management is a milestone in the history of management, which not only meets the psychological needs of people, but is the inevitable result of social development. In the process of human-based management, all the teachers have been confused by the question of how to control the degree of humanized management. Based on some existing problems in the management of the primary and secondary schools, for example, lack of humanization in management or excessive humanization, the paper makes a comprehensive research on the degree of the humanized management by means of the forms of teaching experiences and the questionnaire investigation. This paper is aimed to study the optimal level in the humanization management of primary and secondary teaching, to find out the theoretical basis, influencing factors and development tendency from the perspective of theory and experience.This paper is divided into four parts. In the first part I mainly expound the background and significance as well as the present research status at home and abroad concerning the humanized management. Besides, I will talk about the existing problems in the humanized management of the primary and secondary schools as well as the research methods and content.In the second part, the notion of degree in the humanized management is described. The fairness and equality in mangement is the protection of vulnerable groups in essence, but the absolute fairness is impossible, for the protection of vulnerable groups is limited, and this limitation is an optimal degree. The third part analyses the degree of the humanized mangement in the primary and secondary schools. The quality of the managers and the managed has a far-reaching impact on the implementation of the humanized mangement in teaching.how to achieve the proper degree in the humanized management can be expounded in terms of the improvement of the managers and the managed, the establishment of the democratic and scientific humanized systems as well as the foundation of the perfect humanzied systems. The humanized system must be in line with national laws and regulations on the basis of human expression. It must reflect the characters of equality and equity, and at the same time has the dual roles of punishment and incentives. Also, the humanized system should be scientific, feasible and artistic in the implementation of the system.The fourth part is concerned with several problems and relations with regard to the degree in the humanized management. The humanized management should be performed in a proper way. If it is too broad, the binding power will be lost and consequently the efficiency of management will get down. If it is too narrow, it is not favorable for the subjective initiative. What'more, the degree to the vulnerable should be appropriate. If big, it is harmful to the enthusiasm of other people. Instead the human nature cannot be reflected properly. In the process of humanzied management, democracy should be paid great attention. We ought to give full play to democracy, and calls for a high degree of concentration on the basis of democratic centralism, under the premise of a centralized democracy.
