Recently, higher vocational and technical education has undergone so rapid development that both school size and school enrolment have half of the total enrolment in higher education. However, as the enlargement of the scale of higher vocational and technical education, the quality of talent cultivation is below expectation. Then conflict between the lack of high talent human resource in enterprises and the hardship to find a job for higher vocational students denotes the severity of problems in higher vocational and technical education.In order to strengthen vocational abilities'cultivation of higher vocational students, some reformations are taking place in terms of models for running schools, curriculum design and teaching staff. However, the assessment system for students, which exerts great significance in higher vocational students'vocational ability, is not paid much more attention. Comprehensive Quality Assessment System is still popularly used in higher vocational colleges to evaluate students'vocational abilities, and the system is similar with that is used in regular colleges. The assessment system places particular emphasis on students'intelligence rather than their skills, which results in the ineffectiveness of the reformations in higher vocational colleges, and enterprises and industries disapproval on students'vocational abilities. This thesis starts with the conflict between the lack of high talent human resource in enterprises and the hardship to get a job for higher vocational students, and then analyzes the major problems in the current vocational abilities' assessment system for higher vocational students by mass of reading materials and interview surveys. Finally, based on the successful experiences drawn from other countries and according to the basic requirement of high skilled abilities for enterprises and industries, this thesis builds a new assessment system, which is suitable for our national conditions, for higher vocational students'abilities.This thesis includes six parts. The first part generally introduces research background, significance and current research work at home and abroad. The second part introduces concepts related to this research and the research methods and thoughts of this thesis. The third parts analyzes the basic talents requirement of enterprises and the status in the current vocational abilities'assessment system for higher vocational students, and finds out the four problems in the current vocational abilities'assessment system for higher vocational students by many interview surveys. The forth part mainly introduces the assessment conductors, assessment standards, assessment contents and characteristics of assessment methods in the vocational abilities'assessment system for higher vocational students from both Germany and Australia, which can direct the construction of vocational abilities' assessment system particular for our country. The fifth part proposes the theories and basic principles for building the assessment system, introduces the process and methods of building the assessment system, analyzes the components of vocational abilities, and finally discusses the specific fulfillment of the assessment system. The last part states a summery about this thesis, and proposes some ideas about the further research in this topic.
