College tutors as the backbone of ideological and political education has made great contributions for rapid development of higher education in China. Although we achieved some outstanding results, college tutors are still facing many new problems and new challenges. Both faculty present situation and working status quo are not good as everyone expected. Thus,there is a difficult problem in front of tutors that is how to improve own ability and how to meet development requirements of ideological and political education in the new period.In recent years, with the deep researching of competence, the results have penetrated into the building of tutors' faculty. Led by competence theory, we explore the structure of competency which meets the requirements of college tutors work, which is an important force to promote the process of "professional, specialized",also becomes an effective way to increase the effectiveness of ideological and political education in college.I use literature review, job analysis, and questionnaire survey and so on. After I make a summary the college tutors' work nature and work requirements, I preliminary explore to get competence structure of college tutors. Then, I made a demonstration investigation on the competence of college tutors in Heilongjiang province, made a data statistics in all elements of competence of college tutors with SPSS16.0, found a relative significant difference among every competence factors,then to found out competence problems and deficiencies of college counselors in Heilongjiang province. The main conclusions of this paper are as follows:The competence structure of college tutors contains six dimensions:organizational management, decision-making management, relationship management, achievement management, moral competence and psychological quality. Organizational management includes the ability of observation and analysis as well as organizational management; decision-making management is made up of the competence of decision-making and learning as well as innovation; relationship management consists of the competence of understanding and respecting the students, communicational skills and language skills; achievement management is composed of career planning of the students and psychological instruction; The two indexes to measure the moral competence are ideological and moral training and professional identity; general psychological quality and the quality of professional psychological comprise the psychological quality of the tutors.Empirical studies indicate, college tutors in Heilongjiang province show weak organizational management and achievement management competence, which still need to continuously strengthen; there exists some bias on the evaluation of students between tutors and students themselves and tutors need promoting the work specifically and effectively. Followed by analyzing the goals of higher education and management of students, some approaches have been found as to promote the competence of college tutors in Heilongjiang province and to narrow the gap between tutors and students in knowing about each other. Therefore theoretical basis are provided for improving the competence of the tutors.
