| An Industrial Technology Research Institute is a kind of platform organization in which government,enterprises and colleges and universities participate.Under the joint effects of scientific and technological intermediaries and financial institutes,it realizes rapid aggregation of various innovation elements and effectively integrates innovation chain,industrial chain and capital chain.It is a powerful roll booster breaking through obstacles in technology transfer and bottlenecks in achievement transformation and driving achievement transformation of colleges and universities in China as well as an important hand grab promoting close integration between technology and industry and that between technology and finance,and moreover,it is a special path realizing effective industry-university-research application combination.With close integration of technology and economy,upgrading of “Innovative and Entrepreneurial” policies and demands of local governments,colleges and universities and enterprises,new-type research institutes represented by industrial research institutes featuring University-Local Government Operation have come into being in various areas,accompanied by some problems and hidden dangers like insufficient national policy guidance and support,unclear orientation of research institutes,mistaken recognition of local governments,serious disjointing with sponsoring colleges and universities,severe institute homogenization,low operation efficiency,deficient resource integration capability,unclear business model especially ambiguous profit model,etc.Consequently,many institutes fail to give full play to functions and effects they hope to realize at the very beginning of the design.They can't realize sustainable development without governmental capital support,which finally restricts development of related industries and results in the awkward situation namely interest bodies—government,enterprises and colleges and universities—are unsatisfied.This paper firstly conducts research and summary to the industry-research cooperation at home and abroad,as well as the existing documents in new industrial technology research institute,analyzes the development background,function subject and function position of the new industrial technology institute,which is believed to an important platform for carrying out scientific and technological innovation,technical service,talent accumulation and cultivation,promoting high-new technology industrialization and scientific system innovation.Afterwards,emphasis is given on the characteristics of institution-locality cooperation technology research institute,confronted difficult problems as well as the supporting and guiding strategies aimed at the institute development.On such basis,it will concentrate on Tsinghua University comparing its organization pattern and,the influential factor of model selection is analyzed.In the end,this paper takes Tsinghua X Institute as the case for comprehensive analysis,focusing on their organization structure and operation mechanism,underlining the analysis of its business model and characteristics,with an expectation to provide reference and enlightenment to the development of such organization. |
