Experiences And Enlightenments Of Japanese Government-Industry-University-Research Cooperation

With the high speed development of modern science and technology, the market economy to the changing. In this context, Industry-university--research (I-U-R) cooperation has already become the most effective way to change the economic, received worldwide attention. In the twenty-first century, competition in the world economy increasingly characterized by science and technology competition, characterized by science and technology achievements transformation of quantity. Quality and conversion speed competition is the level of scientific achievements commercialization, industrialization and its competition in the market share. The development of science and technology achievement transformation based on the combination has become the world's countries to promote scientific and technological progress and economic development of the universal experience. After decades of development, Japanese Government-Industry-University-Research(G-I-U-R) cooperation has developed better systems and institutions, explore the more successful patterns of cooperation and experience, which is China's I-U-R cooperation development has a strong significance.In this article, firstly, introduced the meaning and significance of I-U-R cooperation, described the basic theory of cooperation. Then, analyzed the development process, characteristic, status quo of Japanese G-I-U-R cooperation. Meanwhile, summarized the achievements of Japanese G-I-U-R cooperation. Secondly, on the basic of these studies, listed a series of effective measures taken to promote Japanese G-I-U-R cooperation. Such as determined research cooperation is a Basic national policy, made relevant laws and regulations, established intermediary agencies, build scientific research base, training technology talent and so on. Finally, proposed reference experience and enlightenment for I-U-R cooperation of our country, such as formulate and improve relevant policies and measures, increase the intensity of financial support, constructing cooperative information platform, actively promote the technology innovation Alliance and so on.This article used the literature research, comparative, interview survey and other research methods, analyzed and elaborated the development process, status quo, characteristic, performance of Japanese G-I-U-R cooperation based on the cooperative theory for the study. Summed up the successful experience, made constructive comments for our country cooperation of Industry, University and Research Institute. I hoped that this article can provide the essential theory and a guide to further develop I-U-R cooperation.
