Education is the basis of determining the technological competitiveness of a country, and the basic education is the foundation of education. In recent years, with China's acceleration of urbanization process, the problem of urban and rural basic imbalance is becoming increasingly prominent. How to solve the problem of the imbalance between urban and rural education is the hot topic of the education theoretic world. This problem is the application of educational equality principle in basic educational field, which is not only the reflection of high-quality educational resources for the public, but also the need of a socialist harmonious society.This paper employs Yulin City in Shaanxi Province as the researching area, the study object is the region's primary and secondary schools, teachers, students and parents. Based on field survey, it examines how urbanization of rural education resolves the imbalance between rural and urban education. The contents include: The first chapter introduces the existing problems of basic education under the background of Urbanization of Yulin City, Yulin City, the current situation of basic education in rural education is a serious shortage of supply of urban education, education management system is rigid, unbalanced development of educational area, and serious consequences. The second chapter describes the balanced development of education at home and abroad. Take the developed countries United States, Japan for instance, mainly through education, legislation and strengthening party-style approach to support weak schools and to promote balanced development of education; for china there are many measures to promote balanced development, of which of "bundled" model Wuhou urban and rural forces, and Chongyang County of Hubei moderate concentration of "urbanization" model and a high concentration of Chongqing Rongchang "city" of modes of forward-looking nature, adapted to the trend of urbanization and achieved good social results, it provides the useful experience for other parts of the education. The third chapter analyzes the motivation of education and urbanization in Yulin City, and the implementation of the conditions, then analyzes practical significance and theoretical value of educational urbanization, indicates the urbanization of rural education is the trend. Chapter IV puts forward strategy and steps to promote the urbanization of rural education, and how to take the road of urbanization of rural education.
