With the advent of economic globalization and information era, through rapid development and diversified forms, the program of "Sino-foreign Cooperation in Running School(SFCRS)" has become an important component of higher education and a global phenomenon. It was no conclusive how to establish new concept of talent and quality, how to integrate the high quality of international education resources for the modernization of domestic higher education and how to build the personnel training mode adapt to the development needs. In order to gain more space for the survival and development, we need to dispose of the problem of what kind of talent to train and how to training personnel.The development of produce, process and model of the Sino-foreign cooperation in running schools was introduced firstly in this paper, and the general trend of development of Sino-foreign cooperation in running schools was summed up. The ideas of cultivating advanced application of international talent were explored through the successful experience of applied talent training model in developed countries or regions such as Germany, America and Australia. The construction of talents cultivation model of Sino-foreign cooperation in running schools was obtained through examples researching and analyzing. Three steps of the general theory bedding, model analysis and building were discussed in this article.
