Sino-foreign cooperation in running schools is one of the leading ways for internationalization of China higher education, and is also an important component of China multiform higher education. There is profound national and international background for its birth and development. With China's entry to WTO and globalization, Sino-foreign cooperative schools as Commercial Presence are playing a more important role in China as well as in the world.Sino-foreign joint school operation had undergone three stages of initial exploring, regular evolution and legal management. Even though some achievements were made, it is facing many monitoring problems at present such as law distemperedness, inefficient management, shortage of social supervision, lack of relative facility policy, indistinct ownership, etc. To some extent, those problems have affected the favorable trend of Sino-foreign cooperative schools.Aiming at many kinds of issues occurred during Sino-foreign jointly operated schools, the writer proposes to establish a three-point monitoring system including the state administrations, social middleman and the institution of joint schools by means of the successful experience of Australian, Singapore and Hong Kong in running joint schools. At last, by illustrating the grown-up case of ABC International College, the author proves this system feasible and effective, which can settle the above issues and push development of joint schools.
