High-level overseas talent is the carrier of advanced scientific and cultural knowledge. Introduction of high-level overseas talents is significant for China to learning advanced science and management experience, adapting to international competition, developing the high-tech industry, improving the international competitiveness, improving the international level of talents, and building a high-quality personnel contingent with innovative capability.Based on the other countries'experiences of introducing high-level overseas talents, this article analyzes the historical background, developing course and important contribution of China's introduction of high-level overseas talents by studying documents, analyzing data, real-time researching and visiting consultant. With in-depth understanding of Changzhou's basic policies and implementing status of introducing high-level overseas talents, the article analyzes the characteristics and status of the municipal governments'introduction of high-level overseas talents in China, with the methods of combining the quantitative and qualitative analysis, macro and micro analysis, normative and empirical analysis, as well as overall and individual study. Focused on researching the policies and initiatives of Changzhou's introduction of high-level overseas talents, the article proposes corresponding recommendations for solving the problems emerged in the introduction of high-level overseas talents.This paper Contains 6 parts. The first part is introduction of background, signification, status, content, concept and methods of the research. The second part is outline and theoretical analysis of introducing high-level overseas talents, which mainly elaborates the content signification and related theoretical analysis of it. The third part narrates the status of the introduction of high-level overseas talents all over the world, and implications for Changzhou to implement its"one thousand high-level overseas talents gathering project". The forth part elaborates the status of Changzhou's introduction of high-level overseas talents, and analyzes the main problems emerged during the course. The fifth part proposes solutions for the problems from 3 aspects. The first is to identify high-level overseas talents properly. The second is to attract high-level overseas talents by multiple methods and channels. The third is to grasp the talents by providing them good living and working conditions. The sixth part summarizes the 5 parts above. Introduction of high-level overseas talents is significant for a country. China is more and more attractive to high-level overseas talents, if we can take effective measures to introducing them to work in China, we will certainly access initiative in the contention of high-level talents during the course of economic globalization.
