Sudy On The Urban-rural Integrated Development Of Changchun City Based On The Coordination Of Urban-county District

Dualistic structure in urban and rural areas has always been the major issues our country faces and outstandingly performances at all aspects. Economically,city is highly developed while village lags; Socially,city citizens wages are generally high, enjoying higher benefits and infrastructure, while the country is facing low wages and poor infrastructure; In the social security guarantee system urban residents can enjoy better services, while the rural region security system is not perfect. The third plenary session of the 16 th put forward the "five integrated plans" and put “the urban-rural integrated development” in the first place.Urban-rural dual structure problem, firstly performances in that urban economic development is a business-oriented, while rural is agrarian-oriented. Speed of industrial and economic development of the city goes far beyond the village. But China’s strict household registration policy since its founding limits movement of people between urban and rural areas,resulting the binary system. So China’s cities developed specifically, while rural poverty in particular. There has been a situation that "cities in Europe, rural in Africa".Changchun City also showed this dualistic structure: urban district are more developed,while surrounding counties are relatively backward,reflecting the strong differences in Changchun City and surrounding County. Based on this reality, research on the urban-rural integrated development of Changchun about its urban district and surrounding counties.Based on defining the connotation of the urban-integrated development, referring to the classical theory associated with the urban-rural integrated development, systematic analyze the motive mechanism and model of the urban-rural integrated development. Qualitatively and quantitatively, from all levels including economic, social and living aspects,reveal the problems and shortages in the course of the urban-rural integrated development of Changchun City. And use comprehensive evaluation method,establish index system,comprehensively evaluate and analyze the level of the urban-rural integrated development of Changchun City by principal component analysis method.In the empirical study, select socio-economic indicators from each side at different levels in the system to describe the gap between urban and rural areas of Changchun. And quantitatively analyze of the situation of the urban-rural integrated development of Changchun City. Studies have found that Changchun urban-rural gap varies greatly at different levels, including, in particular, the economic gap between urban and rural areas.Further through principal components analysis,comprehensively evaluate the urban-rural integrated development of Changchun City, and analyze urban-rural relations in different sectors. From both vertical and horizontal angles, explore the urban-rural integrated development of Changchun City for nearly 13 years. Through various comparison between the city and County’s integrated development,analyze regional difference, reveal the problems in the aspects of urban-rural integrated development in recent years in Changchun City. Finally this paper analyses the problems existing in urban-rural integrated development in Changchunmake and make strategies and suggestions for the urban-rural integrated development of Changchun City for the future.
