With the accelerating of massification of higher education, higher vocational education has become an important part of Chinese higher education system. Whether higher vocational institutions can develop successfully or not may determine the success or failure of Chinese higher education. At present, strategic planning and implementation are more and more important to higher vocational institutions. With the increasingly large scale of higher vocational institutions, there are more and more functions.And the management is becoming more and more difficult.Colleges will increasingly need to have a proper development strategy. In this context, how to formulate and implement a correct development strategy has become the key to the development of higher vocational institutions.Miami Dade College (MDC), founded in 1960, is now recognized as one of the most outstanding American Community Colleges. In her 50 years'development, MDC faced a lot of difficulties and challenges, but overcame successfully through correctly formulating and implementing a lot of development strategies. It became one of the most famous American Community Colleges which has excellent capability and experiences in strategic planning. This study of the formulation, implementation and evolution of MDC's development strategy may be beneficial to the Chinese higher vocational colleges.This paper takes MDC's development strategies as the research subject and uses historical method, factor analysis etc. to analyze and summarize the formulation, implementation and evolution of MDC's development strategies, and the problems existing in the development strategies of Chinese higher vocational institutions, then draws the conclusions and puts forward several suggestions.In addition to introduction part, there are five parts in this thesis. The first part dwells on the foundation background of MDC. The second, third and fourth part focus on the development strategy in different phases (namely, "open strategy", "excellent strategy", "efficiency strategy") which include the background, the implementation process and the final achievement. The fifth part is an analysis of the evolution of MDC's development strategies, the problems of Chinese higher vocational colleges and the suggestions for them.I. What we can conclude from MDC is that the strategy evolution is progressive, successive and socially adaptable.The strategy guidelines and procedures are scientific and advanced. The strategy content centers on cultivating the core competitiveness which means to be a kind of competitive strength development strategy. The success is inseparable from MDC's own efforts and the promotion of government, market and non-governmental organizations.II. The problems existing in the Chinese higher vocational colleges on the development strategy are lacking of strategic awareness, deviative objectives, inaccurate and simplistic content, lacking of internal and external mechanism in the process.III. The guidelines, procedures, routing and environmental optimization of the formulation and implementation of Chinese higher vocational colleges are as follows. Firstly, the higher vocational institutions should based on the actual reality formulate the strategy, which should meet the local economic development, social needs and their own competitiveness development needs. Secondly, higher vocational colleges should set up institutional research organizations, foster strategic planning consciousness and take scientific and reasonable measures and procedures to develop and implement the strategies. Thirdly, higher vocational institutions should formulate and implement competitive development strategy, make it clear its level of resources (teachers, students and funds), culture (spiritual culture and institutional culture) and capacity (personnel training and system innovation) and strive to improve them. Finally, the government, market, non-governmental organizations should strive to help the development of higher vocational institutions. Government needs to strengthen the regulation and control, reinforce vocational legislation, increase vocational assistance, and improve government accountability. Market needs to play a leading role in the interaction between market and higher vocational institutions. Non-governmental organizations need to assist in accelerating the construction of higher vocational institutions professional organizations and social supervision system.
