It is both the running philosophy and the soul of higher vocational institutions that how they manage to operate the distinctive institutes from others. This kind of running philosophy can be reflected in cultures and ideas accumulated by a higher vocational institution for a long time, which plays an important role in guiding and forming a healthy cultural atmosphere on campus, establishing the proper values and encouraging the students' willpowers and which is also beneficial to regulate both teachers and students and to cultivate their entrepreneurial spirits. Since the running philosophy will dominate the development of higher vocational institutions, it is likely to give guidance to the development of college PE.With the development of education reform of higher vocational institutions, college PE reform has been in progress correspondingly. Then importance should be attached to both health education and life-long education which serve for vocational education as well as professional life in college PE of higher vocational institutions, but we need to investigate whether the goal of education will be supported by the internal and the external environment of education. To illustrate it, we should analyze and sort the existing basic ideas and different schools of modern curriculum theories. Firstly, Jiang Menglin and Hu Shi who were famous educators in China stressed exploration and application of pragmatism education in China. Secondly, Tao Xingzhi and Chen Heqin improved Dewey's theories by combining Chinese conditions with their own long-term education practice and created new educational theories with distinctive Chinese characteristics in order to enlighten people. Thirdly, the modern educator Gu Mingyuan held that higher education could not teach existing knowledge only, most importantly, the cultivation of students' ability should be stressed. He also advocated that education is life and the PE course should be designed and studied under the guidance of life-long education theories. All of the above have offered the theoretical guidance to reform and development of college PE in higher vocational institutions.Since China's reform and opening up, a series of reforms have been made in college PE in higher vocational institutions, but many shortcomings have emerged apparently. For instance, there are not teaching goals suitable for students' future professional life, rich teaching content, flexible teaching methods or great interest of students in PE. This paper aims at solving the above-mentioned problems by making a survey on current situations of college PE ranging nine higher vocational institutions in Anhui province with questionnaire including facilities, equipment, teaching content, faculties and students' understanding of college PE. The writer of the thesis discusses the goal of college PE's reform and development of higher vocational institutions from the perspectives of education significance and social significance respectively by survey and analysis combined with related Anhui and nation documents on college PE's reform and development of higher vocational institutions. The present writer hopes that the thesis can offer some reference to college PE's reform and research of higher vocational institutions.
