Chinese Radio & TV University has experienced 30 years of exploration, formed a complete system, fully functional modern open distance education system. TVU learners with learning difficulties of primary research, Distance education enables us to clear the problems, and only then can we provide better service for learners to improve the quality of learning distance learners. Yuan-Cheng RTUs of learners with learning difficulties can be divided into three areas, namely the learner the personal front, RTUs educational institutions and social aspects. Personal aspects of learners, including learners of the environmental background, educational background and psychological background; distance education institutions, including curriculum and learning resources factors, teacher factors, and learning support service factors.
