Young people the right to education is the most fundamental and basic rights, whether to receive a complete system of education, directly affect the health of individuals related to adolescent growth and development, where the family relationship between the intergenerational continuation of poverty; relations to improve the quality of future population and sustainable social and economic development competitiveness, related to the healthy functioning of society and coordinated development. Party and the Government has always attached great importance to education and livelihood issues, introduced a national student loans, rural compulsory education stage "two exemptions and one subsidy" and others, Helping Kunnanjiating Xue Sheng Zheng Ce complete their studies, students in the funding of the Pinkun Tiji Yeyuelaiyue perfect, but, for various reasons, projects of poor students in high school system has not been established as one of the education funding system defects.
