Education equity and education quality have gradually become key issues drawing attentions around the world, so that a series of innovations relating Education and education quality have also been taken into action. Among those innovations, the result of reforming weak schools in the UK is best achieved. EAZs Programme is one of those reforming measures. This article is to explain the background of EAZs Programme from the aspect of policy analysis, summarize the detailed duties for all administrators in the process, take several examples for examples to show the result. At last,basing on the actual situation of our country and experiences in UK, it will give suggestions for weaker schools'innovation in our country.This article can be divided into five parts.Part One is about the introduction. It will circumstantiate the reason why choose this study object, as well as the study situation in the issue of EAZs Programme around home and abroad, then definite key words in the article.Part Two is about the background that the programme came into being. It will tell the reasons from three aspects: educational reform in the worldwide,Education Programme coming into action of Blair government, and the Basic Education in UK.Part Three is about the actualization of plan. It relates to the duty of government, the operation of zones, and endeavor from school, and those contain macroscopical control and microcosmic execution. Finally, it will introduce the evaluating system of EAZs Programme offered by the Her Majesty's Inspectors.Part Four is about the effects and problems. It is to summarize the experiences. By the checking result from the Her Majesty's Inspectors, it will present the result of EAZs Programme, with the actual result of zones. Even though this plan has its insufficiency, its effects have been admitted.Part Five is about the situation of weak schools in our country. Via considering the experiences of EAZs Programme in England, it will give suggestions on innovation for weak schools in our country.
