Promoting equity in education, and enhancing the quality of education is the value of the demands of the countries in the world in education since the1990s, the British Government is no exception. The British New Labor government in2000launched The Academies Programme. The aims to improve educational attainment in deprived areas and increase choice and diversity by creating a new type of local school that provide a good standard of education. General elections of the United Kingdom in May2010,after the new government came to power, made the programme as the focus of education reform, vigorously promote the development of The Academies Programme.This paper explores the background of "The Academies Programme",on the basis of being fully familiar with the policy of weak school reform in England; in-depth analysis the main content of the programme on the basis of mastering a large number of first-hand information; combing the programme’s implementation, effectiveness and challenges. Then summarizes the characteristics of the programme; Finally, according to the reality of China, we can get some good advice from "The Academies Programme" to improve weak schools in China.This study includes five parts:The first part explores the background of "The Academies Programme":The Brown’s new government continues to adhere to the governing philosophy of "The third way"; The development status of basic education in the UK is unbalanced; In addition, basic educational reform by public school diversification.The second part analysis the main content of The Academies Programme. Include: the objective of the programme, the powers and responsibilities of the relationship between government and academies, academies’internal governance and get external support.The third part combing the programme’s implementation, effectiveness and challenges.The fourth part summarizes the characteristics of the programme:expansion of school autonomy, emphasis on education accountability system, the introduction of external cooperation management mechanism, attention to the individual needs.The fifth part excavates factors with reference improving weak school in China contained in The Academies Programme:Relying on legislation to effectively transform government functions, to promote independent development of weak schools; Development of educational charitable trust, co-ordination "government and school" to jointly promote the school management; Establish education accountability system in basic education; Active cooperation with the external environment, get some support and supervision form society; Focus on individualized teaching, achieve the educational equity.
