In 1978,China officially opened up to the outside world,and the rapid economic growth has led to the development and progress of education.However,there are still problems of unbalanced development,especially in rural areas,where there are still a considerable number of school buildings,teachers are seriously inadequate,and teaching equipment is out of date.Faced with this problem,the Ministry of Education of our country has issued a new reform plan to promote the development of rural compulsory education in an all-round way and provide support for the compulsory education of weak schools.Based on this background,the author hopes that the implementation of the reform plan of weak schools in rural compulsory education will be investigated and studied in the three counties of F city.From the perspective of government management,this paper explores the effect of the implementation of the policy by the government and the problems that should be avoided in the implementation of similar policies in the future.Taking the transformation of weak rural compulsory education schools in the three counties of F city as the object of investigation,this paper conducts on-the-spot investigation and investigation on the reformed schools by means of investigation and questionnaire survey,obtains first-hand information and data,carries out analysis and research,and conducts a questionnaire survey to the policy implementers,principals,teachers and school students.And face-to-face communication.Applying educational equity theory and new public management theory,drawing on other people’s relevant research results,this paper combs out the problems existing in the transformation process of weak schools in three counties of F city,and puts forward corresponding suggestions.Since the implementation of the reform policy of compulsoryeducation in rural weak schools in the three counties of F city,remarkable achievements have been made in the education and teaching environment,the equipments of teaching instruments and equipment,and the narrowing of the gap between urban and rural education,but at the same time,deficiencies in government decision-making,policy implementation and policy effect have been found.It is hoped that through this investigation and study,the government departments can learn from the experience,enhance their strengths and avoid weaknesses in the future reform projects of weak schools,and ensure the implementation effect of public policies.
