The history of Shandong is very colorful as well as brilliant. As for the future generations,the material and spiritual civilizations created by People in Shangdong deserve our discovering,exploring and learning as well as inheriting. As for the foreign trades of Qing Dynasty, theprevious studies are concentrated in the southeast coastal provinces, yet few studies arespecialized in the foreign trades of Shandong. In fact, Shandong plays an very important role inoverseas trade system of Qing Dynasty and its features are distinctive. There are many studiesaround the foreign trades of Shangdong during Shun Kang period in Qing Dynasty. Thesematerials not only can serve as a basis for comparative study of this area but also can make ushave a clear understanding of some specific circumstances during the period of the early QingDynasty. Besides, among those specialized studies, there are not many articles with thebackground of ban on maritime trade. This thesis is devoted to connect the policy of ban onmaritime trade with the overseas trade of Shandong.With the background of domestic and international situations during Shunkang period, thisthesis illustrated the overseas trade situations in Shandong, mainly the trade situations betweenShandong Peninsula and Korea as well as Japan. At that moment, the policy of ban on maritimetrade was sometimes strict yet sometimes loose. There were many differences between thesoutheast coast areas and Shandong. In detail, firstly, the duration of ban on maritime trade wasshort. Secondly, the ban policy was not as strict as other areas. Many changes of this policy hadgreat influences on the overseas trades between Shandong and Korea as well as Japan. Therewere pay tribute trades between the government and North Korea. However, affected by thepolicy, inter-trades between the two are not well developed.This thesis firstly illustrated the detailed situations of overseas trades before Qing Dynastyand then perspectively discussed the specific overview of foreign trades between Shandong andJapan as well as Korea during Shunkang period of Qing Dynasty. There was Mainly “fishingtrade”between residents of Shandong and Korea. When there was famine in North Korea, thegovernment did them a favor in Qing Dynasty, which helps enhance the friendship between thetwo peoples. There were many forms of foreign trades between Shandong and floating boats.Before developing the sea, the trade link between Shandong and Japan is North Korea. Both ofthem considered Korea as their rocker. When the government carried out the open policy, theirtrades center on the zone of Nagasaki. In fact, there were not many boats of Shandong targetedat the market. Most of them treated Shandong as their transfer stop as for many provinces suchas Fujian and Guangdong to supply or collect local specificities. During the Shunkang period.The trades of Shandong Peninsula in the country’s foreign trade was not dominant among all theforeign trades and didn’t become an important trade center. The open policy was begun from Kangxi’s eighteenth year (1679). The specializedinstitutions of foreign trade did not set up within Shandong. The foreign and domestic coastaltrades was manipulated in the hands of local officials. There were some reasons to explain theslightly developed situation. The boycott policy was looser; Qing government carried out thepolicy of light duty and pro-business and the government sometimes encourages businessmen totrade with Japan. For example, there was a lack of raw materials of copper which was made frommoney, so the Qing government encouraged them to buy a lot of copper from Japan; Maritimetraffic was very convenient; China was rich in natural resources.The foreign trade between Shandong and North Korea as well as Japan is conducive to thedomestic residents and promote the mutual understanding. It can also help the three areas form asmall trade circle. Besides, it can enhance the economic and cultural communications ofShandong and Japan. The trade certainly increased the revenue of Shandong, at the same time, itpromoted the development of local handicraft industry of Shandong. Although the trade duringthis period between Shandong and North Korea as well as Japan is not developed, it paved theway for the development of future trade.
