As a unique type of cultural institutions, local state-owned art troupes have been mainly discussed nonstop from the perspective of their management systems and operating mechanisms since reform and opening up. Nevertheless, under the background that local governments, competent departments and art troupes have been carried forward by reform of cultural systems and institution classification, the research on reform paths for state-owned art troupes’ management systems has usually focused on product marketization or enterprise restructuring up till now, but ignored original intent and impetus of reform. In categorizing attributes of cultural products, inadequate efforts have been made in mechanism optimization and innovation, whereas the importance has been attached to simply define indices of economic and social benefits as well as cultural attributes and commodity properties of cultural arts and products. Besides, the research focus has been changed within these aspects.This paper attempts to trace back to logical starting points of tenet and significance of local state-owned troupes’ reform. Furthermore, state-owned art troupes’ more than3decades of reform process from their emergence are reviewed based on analytical framework of the theory on institutional changes in terms of new institutionalism. Considering state-owned art troupes’ management systems and operating mechanisms as independent variables, the author discusses key points for understanding institutional changes and transforming institutional policies during previous reforms, so as to demonstrate the fact that compulsory institutional changes won’t necessarily realize reform. Through reform, positive interaction is achieved between both parties, namely their compensation is increased, and supply of cultural products is optimized. In addition, based on attributes of local state-owned troupes’ cultural products, this paper divides properties of different products of local state-owned troupes at all levels according to theory of public goods by focusing on measuring value attributes of local troupes’ cultural products and their supply functions in combination with recent years’ reforms of Yunnan state-owned art troupes at all levels. Besides, practices, experience and problems during and after reforms are compared, in order to explore categories of corresponding supply models for local public cultures and make a comparison with foreign cultural management systems. Additionally, problems existing in the process of local state-owned art troupes’ reforms are reconsidered to explore possibilities for optimizing and innovating state-owned art troupes’ management systems.
