During the ten-year period since 2001, the Western Development Drive experienced accelerated development. From 2011 to 2030, it is estimated that the project will make a final sprint on the basis of infrastructure improvement, strategic structural adjustment, and system construction. In this time, the foundation will be consolidated; characteristic industries will be cultivated; a comprehensive upgrade about ecological economic, marketization, industrialization and the professional area layout will be achieved; eventually, an high-rate ecomonic growth will be attained. Under the backdrop, certain engineering ethical issues have emerged from the rapid growth of the Western Development Drive. And these issues are more complicated than those in other regions, such as the east or center China, for the unique geographical, econimic, and cultural condition in the west. Therefore, a method with pluralistic knowledge structure, rather than single pattern, should be adopted to analysize and tackle the issues. It is the idea of Engineering of a big E, which views engineering as an operational system affected by plural factors like enviornment, society, government, law, culture, and so on. From the pespective, we can break through the narrow vision of engineer-centered professional ethics, and provide several reliable theoretical reasoning and feasible suggestion toward the problems of engineering infrastructure construction in the west. Engineering ethics is an important subdiscipline of ethics. Just as prof. Li Bocong put it as the practical ethics, the reseach of engineering ethics should be closely related to other studies of social sciences.The methodology of the very discipline, thus, should be multivariate, philosophical, casuistical, technical, social and professional, which coincides with the idea of Engineering of a big E. in other word, the analysis of engineering ethical issues emerged from the rapid growth of the Western Development Drive will be more comprehensive. Because of the limitation of length,3 major aspects of the issues, namely, engineering professional ethics, enviornmental ethics, and economic ethics, will be the focal centers of interest in this disertation.Moreover, two case-studies on the horizon of the idea of Engineering of a big E will be conducted. Finally, a solution universally applicable will be provided through the reflection of the two typical cases, particularly from the respects of engineering ethical education, industrial standard, and legal system.
