Comparative Study On The Engineering Code Of Ethics Between China And The U.S.A

Engineers as the main project activities, is inevitable to encounter a series of ethical problems in engineering professional activities. As a form of organization of engineers—engineering professional associations have developed engineering code of ethics to indicate the moral responsibility of engineers and guide the professional behavior of engineers. In certain sense, engineering code of ethics is the reference and basis of engineer professional conduct and the immanence elements of engineering becoming possible, its degree of perfection determines a national engineering professional level.Now mainland China's construction and develop of engineering code of ethics is slow, most of the engineering professional societies don't have developed a written engineering code of ethics. Until the late 20 th century and the early 21 st century, a few engineering professional societies re-enact their own engineering code of ethics. The development of our country's engineering code of ethics is lagging behind the rapid development of China's engineering profession. Therefore, the establishment and improvement of engineering ethics is particularly necessary. The construction of American engineering code of ethics is more representative and the development of engineering code of ethics is earlier than our country. American engineering code of ethics is constantly adjusted and being institutionalization along with development of engineering, and becoming the norm and reference in many countries to develop engineering code of ethics, having a strong reference to China.So the author collects the novel materials about American engineering code of ethics development, and systematically reviews the development history of American engineering code of ethics, then understands the development history of American engineering code of ethics totally. Then the author describes fact of mainland China's development history of engineering code of ethics combined with China's specific social context, promoting the domestic scholars' awareness of engineering code of ethics. On this basis, the author analyses the two countries' various aspects of engineering code of ethics, systematically analyses the factor why China is lagging in engineering code of ethics. By reference to development experience of American engineering code of ethics, combining with China's specific realm, the author explores the construction measures of our country' engineering code of ethics, and based on this we can clarify the ethical responsibility of engineers, guide professional behavior engineer, reduce project risk, promote the healthy development of China's engineering profession.
