Research On Public Participation In Neighborhood Neighborhood Project From The Perspective Of Engineering Ethics

NIMBY engineering is an engineering with strong external risk and people object to build it around their community. NIMBY conflict arising from the NIMBY engineering. Because the public resisted to build the NIMBY engineering around the community strongly, so it developed into the mass disturbance. In recent years, with the increasing number of NIMBY engineering and civil rights awareness enhancement, the NIMBY conflict is becoming more and more intense in China. It has a serious impact on the social harmony and stability. On the surface, the NIMBY conflict arising from the negative externality of the engineering, but the basic reason is the public’s right of informed consent is not fully respect and safeguard in the process of engineering. when the government pay no attention on their demands, the public take some drastic struggle even irrational and emotional behavior, in order to maintain their own rights and interests.The public is the key stakeholders in the NIMBY engineering. It is not only the benefit sharers of Engineering, but also the sharers of the risk. The public plays a very important ethics role in engineering. Obviously, public participate in the NIMBY engineering is legal validity, but also has important ethical value. In fact, to achieve ethical values of public participation in NIMBY engineering, is the subject of the public value, the value of the rights and social justice, value engineering activities are fully demonstrated. It also shows the value of subject, rights and social justice in Engineering. Thus, only solved the ethical dilemmas of public participation of engineering, we can prevent NIMBY conflict fundamentally.Public participation in NIMBY project experienced from scratch, From government-led to the spontaneous participation of the masses, obtain economic, political and social benefits. But how to achieve the NIMBY project benefits and risks of distributive justice, We still need to solve the problem. In this paper, the theoretical basis is Engineering Ethics, combined with the specific circumstances of the NIMBY project, define the concept of NIMBY project, NIMBY Conflict and Public participation, outlines the type of NIMBY; project and the NIMBY conflict; analysis problems of public participate in NIMBY project in ethics, clear public’s ethical role and features in NIMBY project, noted that public participate in the NIMBY project has the values of right ethics, responsibility ethics and social justice. This paper draws on ethics mode of public participate in NIMBY project, in UK, US, Canada, Japan and so on, look for useful experience for our country, and pointed out that fair procedures to safeguard public dominant position in NIMBY Project, establish a fair and smooth communication and consultation mechanism to listen to the public demands, draw on the experience of ethical review mechanism of medical ethics, establishing ethical review mechanism of public participate in the NIMBY project. All in all, our current public participation of NIMBY project is still in the "symbolic phase", from the composition of participating members to participate in the program is still not standardized. Local governments at all levels did not change the traditional management concepts, But this does not mean that our country can not further promote public participation in the project NIMBY. By the Government Administrative Concept changes, train awareness of Service Government, enhance the quality of public works, cultivate the citizen’s public rationality, construct legalization environment, Participate in the system etc. It will be added hope for public participation in NIMBY project of China.
