TheNational Office on Aging predicts that by the year2023, the number of elderlypopulation will reach270million, and will reach its peak472million in2050. Withaging population levels of deepening, the increasing demand for pension services,solving the problem of aging is on the agenda.Facing with rolling "silver wave”, which can provide for the aged and how to doit is becoming the major issues that must be faced and need to be addressed to everyaging country. Providing for the aged is mainly about financial security and socialservice. This paper will focus on the social service for the aged. According to thesituation that the large population of the aged,advanced age tendency, the empty nesttendency and the large rate of the frail elderly that needed to be take care of, toestablish the modern system for providing for aged is extremely urgent.Based on the overall requirements for community organizations of " the StateCouncil on accelerating the development of the service sector pension "：" from thenational conditions, to continue to meet the growing needs of the elderly care serviceas a starting point and standpoint, give full play the main role of social forces,improve pension services system to meet the diverse needs of pension services.“Andaccordingly have some relevant policies. This article focuses on these aspects, such aswhy need social organizations to devote to the pension service, how to play a role in it,which kind of policies and environment it need, and what problems will be faced.In the community care service system, social forces, especially various socialorganizations play the professional role which the government can’t substitute, whilethey can satisfy the diversification of pension service needs. Fill the vacancy, offervariety types of services, and assume the role of variety services. Social organizationis an important force to build a modern pension system of social services; it will playan important and effective role in the production and conveying of the pension socialservices.This article will first explore the overview of the social organization’sdevelopment in the community care service system. According to the currentdevelopment of community-based care services, analysis lack of social organizations in addressing the shortage of community care services community care services, aswell as the importance in promoting the development process of community careservices.Among them, this article will focus on introducing the specific measures andmethods of Beijing Xizongbu community in Dongcheng District and its socialorganizations with participate in Community Support Services.
