Analysis Of The Operation Of The "three-community Linkage" In Community Elderly Care Services

With the reform and deepening of China's economic system and political system,the main body of community governance develops from a single body to a multi-body.After the third plenary session of the 18th central committee of the party explicitly put forward the innovative social governance system,under the impetus of the ministry of civil affairs,the National implementation of the "three social linkage" practice exploration.At present,our country has entered the aging society,along with the continuous increase of the demand for old age,the contradiction between the supply and demand for old age,the traditional family old age,institutional old age have no longer met the needs of the urban elderly,so community service old age into people's eyes.Because of its unique advantages,the three social networks can better develop the social forces and provide high-quality old-age services for the elderly,thus accelerating the construction of community old-age services.The purpose of this study is to examine the problems existing in the operation of the "three clubs" through the case analysis of the Q community,consider the next development strategy,and provide reference samples for the development of other communities.In addition,the theory of "good governance" and the theory of social capital also provide theoretical reference for the"three social linkage".Secondly,combined with the actual situation of the Q community,the"joint" and "movement" between the "three clubs" are analyzed.Thirdly,the paper probes into the running status of the "three community linkage" in the Q community old-age care service.In the community old-age service,the "three social linkage" has improved the level of community old-age service,promoted the harmonious development of the community,trained certain social organizations,and improved the ability of social workers.At the same time,it also found that there are problems in the operation of the "three clubs".Then it analyzes the reasons for the problems in the operation of the "three social associations" from five aspects:the elderly,the community,social organizations,social workers,and supervision and evaluation.Finally,the author puts forward some countermeasures for the reasons,mainly to stimulate the elderly to participate in consciousness and enhance the ability of the elderly to participate;Clarifying community functions and increasing community autonomy;Strengthen the incubation management of social organizations and develop diversified social organizations;We will train talented people for social work,raise the level of specialization in social work,strengthen supervision,and improve the third-party evaluation system.
