Research On Yunnan 's Social Organization Participating In Government' S Purchase Of Public Service

Since March19,2012in the Thirteenth National Conference on Civil Affairswhen the State Council show that government affairs management work, the marketand social public services can be given to social organizations, intermediaryorganizations, communities in an appropriate way to reduce service costs, improveservice quality and efficiency, the central government has introduced policyguidance relevant to government purchase services. In the Eighteenth NationalCongress of CPC report, improving the ways of government public servicesprovision and strengthening the social management and service system are stressed.Eighteenth plenary meeting put forward to that the transformation of governmentfunctions should be put in the prominent position of administrative system reform,simplification of government and the decentralization should be focused, affairswhich shouldn’t be managed need be gradually transferred out, separatinggovernment enterprises, government investment and government social undertakingshould be promoted. Then, on May13,2013the State Council held television andtelephone conference of the function transformation mobilization. Premier LiKeqiang proposed that the purchase power of basic public services should beincreased, guidance on government purchasing capacity of social organizationservices should be enhanced. On July31,2013, in the State Council ExecutiveConference, premier Li Keqiang pointed out that public services which are good formarketization would be handed to social organizations, institutions and enterpriseswith good reputation. Entrust, contract and purchasing should be taken to purchasepublic services. All of these measures not only show central determination ofgovernment purchase services, but also show central government’s positive attitudetowards social organizations’ participating in government purchase services.However, in order to solve how social organizations participate in thegovernment purchase, the State Council formally promulgated the guidance ongovernment purchase services, in which the goal and direction of government purchase public services are made clearly. The Third Plenary Session proposed thatgovernment purchase public services should be increased. The importance of thegovernment purchases public services are stated again. Therefore, under the supportof central policies, the local government departments have formulatedimplementation measures and regulations according to the local situations. On thebasis of deepening the transference of government functions, the quality andefficiency of public services are improved, and the development of socialorganizations is promoted. Moreover, Yunnan social organizations’ participation inthe government purchase public services is a little late, there is certain distance formother provinces. Therefore, this paper conducts the research on Yunnan socialorganizations’ participation in the government purchase public services.Literature research method, comparative research method, field surveymethod are used. Firstly, the research background, research significance, status quoand trend at home and abroad are clarified, and the basic concepts of this paper andrelevant theories are introduced and described; secondly through the interview withthe relevant government departments and social organizations, present situation isanalyzed, problems and causes of social organizations’ participation in thegovernment purchase public service in Yunnan are presented; Finally the practicesof domestic and foreign social organizations’ participation in the governmentpurchase public services are elaborated, the experience of construction is analyzed,systems, mechanism optimization, capacity building are constructed, improvingadvice of social organizations’ participation in the government purchase publicservices in Yunnan is put forward to, theory significance and policy basis areprovided in practical operation.
