A Study On The Countermeasures Of Local Government To Promote The Construction Of Corporate Social Responsibility

As one of the basis of market economy and modern society, Corporate Social Responsibility (refer to as "CSR") is getting more and more attention from the world. Given Chinese government guides our country’s development and foreign countries’ successful experience, our government has a reason to undertake the full responsibility of establishing Chinese CSR system. Local governments are playing an important part in the process of CSR construction. It is to say that the success promotion of Chinese CSR depends on the local government.Corporate Social Responsibility is that companies should fulfill their responsibilities to shareholders and other stakeholders. Chinese CSR is in the transition period from passive to initiative. The government’s guidance and construction will play a key role in this period. So we think that local government should play the role of regulating, promoting and supervising in the Chinese CSR construction. This paper choose some local governments as analysis objects and do a comparative research on their CSR regulation measures, promoting measures, supervision measures and cooperative measures. We point out that the CSR construction of local governments is insufficient. Local government lack the laws and regulations on CSR and the supervision measures of enterprises’CSR behavior also lack strength. The incentive measures of promoting, enterprises to bear social responsibility are simplex. At the same time, local governments fail to show the strength of other social main body to promote the construction of CSR. At last, we put forward the countermeasures from the perspective of incentive and constraint to promote the construction of CSR for local governments. Firstly, local government should issue local regulations and policy about CSR and intensify the law enforcement and policy implementation. Secondly, local government should construct the incentive mechanism. Through the use of material incentive and spiritual incentive means to stimulate the enterprises’initiative of bearing the social responsibility. Ensure the effectiveness of supervision by setting up independent CSR supervision institution. Through perfecting CSR information disclosure mechanism to promote the openness of supervision. Using the power of social forces to enrich the form of supervision. Thirdly, in order to supporting the CSR construction to the deeper and broader development, local government should construct standard system, assessment system, training system and early warning system about CSR. Only guarantee the comprehensive implementation of above measures in different parts, can we accelerate the process of China’s Corporate Social Responsibility construction and achieve the sustainable development of enterprises and society.
