In recent years, with economic development and social progress, various NGOgradually go deep into all aspects of sociey and politics, economy and people’s living,and their role are more and more concerned by the community. Especially since the16th CPC National Congress, CPC Central Committee take the social organization’sdevelopment into the strengthening and innovation of social management patternheight. Actively guiding the various NGO in their own capacity building, improvingsocial services, strengthening the NGO’s management innovation, classifing NGO, allthese have becoming an integral part of social management innovation of greatsignificance.Therefore, firstly, this article are based on the theory of differentiation, voluntaryfailure theory, organizational legalization theory and good governance theory, andintroduce the definition, classification, category management and innovative of NGO.Then, from Beijing exploring the hub of NGO building as well as Shenzhen testingthe reform of NGO classification, the article describes the practice of classificationmanagement innovation in our NGO. However, under the current dual responsible andhierarchical management of the NGO and management system, the development ofNGO is not sufficient. In the process of category management innovation, Faced withmany difficulties, such as, the concept of government falling behind the developmentof the situation, The existing legal system imperfect, system of dual control, socialorganization lacking of capacity, supervision mechanism unsound. These arerestricting the NGO to classify management innovation, and hindering theadvancement and implementation of NGO category management. So, based onsumming up the NGO’s management practices and experiences of the United States,Britain and Germany, from the concept of government management, the existingregulations, the social management system, NGO’s own internal optimization, as wellas to strengthen social supervision of several dimensions, this article analyzing theNGO and management innovation path and suggestions. Hoping that theserecommendations, be able to help the reform of NGO and management. Also hopingthat the efforts of relevant government departments, China’s NGO to usher in ahealthy and orderly development. So that, NGO effectively in improving the social vitality, participating in social management, meeting the needs of the masses of thepeople play a greater role.
